Work Package 3: Designing process

WP3 focuses on the main components of the designing process that refer to the profile of co-operative elected members (board members or those who present their candidacy for board roles and therefore require training). The core of the document outlines the job profile, the description of a qualification scheme, and a set of Mobility Learning Units (MLU) addressing co-operative elected members. Some operational guidelines for the recognition of learning outcomes (LO) and the allocation of ECVET credits are also provided.

WP3 Designing Process

Chapter 1 addresses the need for a VET credit system for educational mobility across Europe, providing a brief description of EQF and ECVET devices, in the framework of new European policy for the recognition and validation of qualifications and competences.

Chapter 2 provides a general framework for the development of WP3. The focus draws on qualifications that European policy in the field of credit transfer in VET/ECVET sees as crucial element. Qualification is conceived as a mediating factor between the increasingly changing needs of the labour market and the provision of training offered by VET institutions in response to those same needs. The main pillars for the WP3 designing process are therefore: (a) a job profile described in terms of competences, (b) a qualification based on LO organized into Learning Units (LU), (c) a set of MLU to support the training activities across countries and (d) some concise guidelines for the recognition and accumulation of ECVET credits.

Chapter 3 addresses the first component of the general framework for the designing process, i.e. a job profile for the elected members of co-operatives. Most attention is paid to the competences characterizing the job profile and a description of the occupational role of elected members, as opposed to an analysis of processes, tasks and actions that are not the focus of the EUCoopC project. A set of competences has therefore been drawn directly from the WP2 report.

Chapter 4 examines the second component of the general framework for the designing process, i.e. a complete qualification for the elected members of co-operatives. The qualification scheme allows shifting from the level of general competences to LO.

At European level there are no examples of qualifications specifically for elected members of co-operatives, i.e. qualifications validated by a competent body as required by the ECVET system. In the context of the EUCoopC project, it has been recognized that such a qualification, expressed in terms of LO grouped into LU would be more effective if adopted from a concrete and already existing and tested case. This means that Partners’ previous experiences and best practices have been used, alongside the research and results of previous EU projects.

Chapter 5 introduces 2 MLU: “Putting co-operative values and principles into practice” and “Stakeholders and relationships with the local community”. The European Recommendation on ECVET is considered, summarizing the main characteristics and components of an ECVET unit. The 2 MLU are then introduced to share with and get feedback from the partners. The MLU provide a common reference point for training activities across countries to be undertaken in the following phases of the project, providing a framework for the comparability of existing LU that each host institution already have in their current training offer, which will be used during the testing phases. Host institutions are therefore required to choose the LU closest to the EUCoopC MLU, in terms of LO and duration, from their current offer.

Chapter 6 provides some guidelines about the recognition of LO process and the allocation of ECVET credits, taking into account the transfer, recognition and accumulation of LO; learning agreement (LA) and transcript of records and ECVET points.
